Department Information This position is only open to current Residents of Colorado. Incumbent will be required to complete work for CDE within Colorado. This position is funded through the Federal award and is term-limited to September 30, 2029. A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. Description of Job Position Summary: The Charter Schools Facilities Grant Manager serves as the primary contact for applicants and sub-grantees of the Federal award and will administer all operational elements of the grant program as specified in the state's application to the federal office. SFIG is a federal program that will provide $35.5 million to Colorado over the next five years to help charter schools address facilities needs. With these funds, the Colorado Department of Education will then award the funds to charter schools through a sub-grant process.
Through strong relationship building, the Grant Manager will ensure charter school applicants and sub-grant recipients receive timely and fair review of eligibility for the grant and effective progress monitoring over the life of the application/grant. Once awards have been issued, the position will monitor sub-grantees for compliance with federal and state regulations to ensure proper use of funds. The manager also supports the Project Director on the writing and submission of required federal reports.
This position is supervised by the Director of Charter Schools (who serves as the federally designated Project Director for the grant) and advises the Director on grant compliance responsibilities of the program to the U.S. Department of Education.
Key Duties and Responsibilities: - Under the supervision of the Director of Charter Schools, administers the State Facilities Incentive sub-grant program by doing the following:
- Assist in the development of content, provide structure, edit, and format sub-grant Requests for Applications ("RFAs"), RFA rubrics, and other sub-grant documents as needed
- Work with the Grants Program Administration team of CDE to configure the application and award structures within the Department's grants management system (GAINS)
- Assist with sub-grant applicant and post-award trainings
- Administer sub-grant applicant eligibility reviews
- Review applications for required revisions
- Review and approve revisions and requirements for release of sub-grant funds
- Draft award letters
- Work with the Grants Fiscal Management Unit of CDE to ensure budget approval for schools and fiscal document release
- Implement SFIG sub-grantee monitoring, which includes:
- Develop, review, and implement protocols for monitoring calls, technical assistance webinars, and ongoing communication pathways
- Monitor sub-grantees for programmatic milestones progress and compliance with Federal General Administrative Regulations (EDGAR) and federal non-regulatory guidance
- Conduct risk assessments,
- Confirm and monitor sub-grantee eligibility, and
- Evaluate a sub-grantee's annual progress through the SFIG program.
- Sub-grant Close-out:
- Review and manage final reports and close-out procedures for sub-grant recipients and issue a "notice of completion"
- Support the Director of Charter Schools with preparing Annual Performance Reports (APRs), Final Performance Reports (FPRs), and data collection grant reports (WestEd) that are submitted to the U.S. Department of Education.
- The position also provides programmatic oversight to the designated grants fiscal office staff to carry out grant program objectives.
- Serves as a presenter about the SFIG program at Charter School conferences and other possible regional, state, or national stakeholder events.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: - 3 or more years of experience administering state or federal grant programs.
- 2 or more years of experience in customer service.
- Experience managing complex projects with high accountability for paying close attention to detail.
- Strong written and verbal communication skills.
- Strong interpersonal skills.
- Intermediate to advanced proficiency in various technologies such as MS Office programs such as Word, Excel, Power Point. As well as comfort with mobile technologies such as webinars and virtual conferencing.
- Highly organized.
Preferred Qualifications: - A Bachelor's degree in Education, Political Science, Finance, Engineering, Public Administration or a related field.
- Experience working with Colorado charter schools including knowledge of charter authorizer and governance structures
- Familiarity with the Colorado
- Familiarity with public school finance and basic accounting principles
