Location Details: Primarily remote with willingness to be onsite in Philadelphia, PA 5% of time
Duration : 18 month contract to start (then convert to full time)
As part of the Information Services Division project management office, oversee multiple projects and programs coordinating Applications teams, outsourced IT functions, external consultants, vendors, and departments and divisions. Responsible for managing the overall project and program lifecycle from system selection, project justification (ROI), budgeting process, staffing, delivery, closure, and transition to operations. Ongoing responsibilities include managing the program/project budget, development and management to the plan, coordination with hospital department and staff, risk assessment and mitigation, and problem resolution. Ensure the completion of programs/projects within budgets and project plans and the integration of these new systems with existing clinical, administrative and financial systems. Coordinate with IS and departmental management in the annual planning process. Participate in the management of the day-to-day delivery of IS services through appropriate personnel.
Description:
- Ensure project delivery of all program/project-related activities including:
- Program / Project Scope document
- Initial product acceptance criteria
- Final product acceptance criteria and test plan
- Conversion and activation plan
- Training plan and schedule
- Vendor/Consultants onsite schedule, staffing, and planned activities
- Development of internal procedures including security, system operations, and file maintenance
- Coordinate with appropriate support groups within Information Services and with other departments as necessary
- On-board and orient the team that will be assigned to this program / project to clearly identify purpose and background for the project
- Define and determine role of project management in each project, including specific roles and responsibilities for each project member
- Formulate and lead a program / project steering and project working committee composed of UPHS < IS < and Vendor staff as appropriate
- Provide periodic written status reports to the Program / Project Steering Committee showing status compared to the work plan, issues, risk, and assignments/plans for resolution, resolved issues, problem log and status, upcoming major project situations, and adherence to project budgeted resources
- Define and implement the appropriate change management strategy and plans to ensure that change management concerns are addressed during and after project implementation, as well as to ensure that the project impact is sustainable and supported by the business process owners
- Complete and manage project activities using an industry standard project management process and approach to ensure a consistent approach to project completion with other similar projects within the organization
- Manage the Five Project Management Process Groups flow from one phase into another beginning with Initiate, Plan, Execute, Control, Close
- Manage the 9 Knowledge areas of Project Management on each project including; Scope, Time, Cost, Resources, Risk, Communication, Project Integration, Procurement and Quality
- Provide demonstrations, presentations and formal classes as necessary
- Works with the Business to clarify programs/projects and then through the full systems development lifecycle
- Conducts planning and status meetings with key client personnel to understand program/project requirements and communicate our implementation methodology to the client
- Ensures information system functionality meets all clinical and business requirements of the appropriate department and UPHS organization.
- Manages client expectations and project status throughout the project, ensuring that project goals, budgets and timelines are met
- Ensure solutions are delivered with appropriate staffing change management performed
- Conducts periodic risk and quality assessments on any IS project (as requested) and reports results to IS and Business leaders with recommendations for mitigation and improvement
Skill requirements
- Demonstrated knowledge and application of Program / Project Management disciplines in a complex Information Systems environment required
- Demonstrated knowledge of healthcare operations and systems desired
- Demonstrated experience in evaluating, managing the development of, and implementing custom and packaged software projects
- Demonstrated experience managing programs consisting of multiple projects and project teams
- Demonstrated experience working with business and clinical management at the highest levels of an organization
- Working knowledge of applications development, database management and operating systems is desirable
- Ability and experience coordinating the activities and deliverables of two to ten staff on a project team from various areas of an organization
- Demonstrated experience in the use of Project Management tools and methodologies (Project Plans, work breakdown structures, testing artifacts, go-live planning, etc.)
- Able to deliver clear and concise product presentations and to write clearly and effectively
- Strong business analyst skills, specifically with business and functional requirements development
- Project Management Professional designation preferred
- Undergraduate degree required
- Minimum 7 years of project management experience with demonstrated increase in responsibility and project complexity
- MS-Office suite of applications
