We are seeking a Program Security Specialist to join our team to help contribute to our success.
The Program Protection Program Specialist will assist the program team with the development and implementation of a comprehensive program protection strategy, encompassing the programs entire life cycle from initiation to closeout/transition. Provide day-to-day security support for Unclassified, Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) programs; comprehensive physical, technical, operational and IT/IA program security support for multi-security level programs to government and industry personnel. Assist program teams by training them to understand and implement security initiatives and develop risk management methodologies relevant to their program focus area.
Duties include, but not limited to:
- Provide assistance, classification guidance, recommendations and security support/training to internal and external government, military and industry teams, ensuring compliance with protection strategies for multi-security level programs.
- Coordinate with multiple, external government, civilian and military agencies, and organizations.
- Maintain good working relationships with internal and external program teams and contracting offices.
- Review program documentation for public release, as required.
- Ensure Controlled Unclassified Information (CUI) is properly marked and distributed.
- Attend staff meetings, technical reviews, working groups, kick-offs, VTCs/telecoms, management reviews, etc.
- Prepare CUAs, MOUs, and MOAs for review and approval.
- Advise the customer on recommendations for updating, revising, and improving department level security policies, procedures, and systems.
- Brief all levels of government and industry personnel on a variety of security related topics as required to support their individual program(s).
- Ensure timely notification of pertinent security matters to the program team and Security leadership.
- Conduct inquiries for any loss, compromise, or suspected compromise of classified and/or sensitive information, as required.
- Develop and brief program security requirements at Industry Day and Program Kick-Off, as required.
- Review Security Volumes, and document and brief selection recommendations.
- Complete close-out actions for non-selected proposers, as required.
- Author, revise, and maintain protection strategies for existing programs and new starts.
- Assist with the identification of Critical Program Information (CPI).
- Recommend appropriate classification levels to protect program technical information.
- Incorporate CPI and horizontal protection requirements into a Security Classification Guide (SCG).
- Author, review and brief/train personnel on SCG's, OPSEC Plans, Mitigation Plans, Test Plans and CONOP's.
- Advise program team on security risks and identify and implement tailored mitigation strategies than can reduce risk.
- Research, prepare and produce a useable/relevant reference product that will assist the program team (both internal and external) meet program priorities regarding protection strategy(ies) for SCO program material.
- Perform general clerical duties (PAR and SAPNP review, Indoctrinations/Debriefs, Data Transfers, Visit Requests, Clearance Verifications, Document Control), as needed, to meet mission requirements during surge periods or periods of employee leave/vacation, ensuring excellent customer service and mission success.
- Draft, develop, and track the review/coordination of Program Protection Plan (PPP) documentation.
- Coordinate with Program SMEs to develop and identify Critical Program information, Critical Components, and Critical Functions along with countermeasures to be employed for documentation within the PPP
- Review all facets of the PPP no less than biannually for effectiveness and efficiency, and provide recommended enhancements to Government security leads
- Conduct site visits to determine the degree of implementation and the effectiveness of the PPP.
- Provide guidance and recommendations based on best practices to increase the security posture and solicit feedback from the site
- Assist Government security leads with tasks related to the Observables, Identification, and Containment (OI&C) Working Group
- Reviewing and recommend technology protection measures throughout all phases of the F-35's lifecycle
- Review and evaluate Program Protection Implementation Plans (PPIP) for effectiveness and suggest enhancements
- Coordinate with the appropriate organization(s) to document, implement, and monitor horizontal protection measures for the Critical Program Information.
Qualifications Required Skills (Knowledge, Skills, Abilities) - Program Protection, OPSEC, Security Best Practices, Horizontal Protection, CUI, Risk Acceptance Letters (RAL) for Systems Under Test (SUT) for Unclassified, Collateral, SAP and SCI programs.
- Must have working knowledge of the DD Form 254, DD Form 441-1 and facility sponsorship packages.
- Must have experience applying relevant ICDs, DOD Manuals/Instructions/Directives, Executive Orders, NIST and other guiding policy documents.
- Must have a working knowledge of JADE, SIC, JPAS/DISS, ISFD/NISS, Scattered Castles, or like-security databases.
Clearance - In scope Top Secret Clearance with SCI Eligibility.
- Eligible for access to Special Access Programs.
- Consent to a Counterintelligence polygraph.
Years of Experience/Education Requirements - Bachelor's degree with 8-10 years relevant experience.
- In lieu of a degree, 12-15 years relevant experience.
Travel - Extensive local travel
- Occasional overnight travel
- CONUS & OCONUS travel required. Must have valid passport for OCONUS travel.
Additional Requirements: - Must have the ability to work in an extremely fast paced, dynamic environment, effectively interacting with numerous internal and external government and industry partners.
- Working knowledge of Microsoft Office (Word, PowerPoint, and Excel), Sharepoint and Adobe.
- Exemplary verbal and written communication skills.
- Ability to effectively organize and prioritize tasks.
- Forward leaning, innovative, highly adaptable customer oriented candidate who possesses a high degree of initiative requiring minimal supervision.
- Must be able to work until 1600, at the earliest, Monday through Friday, at various SCO work locations within the NCR.
