POSITION SUMMARY

The starting salary for this position is $32.31 - $37.15 depending on qualifications A technically skilled position responsible for the overall direction, coordination, implementation, execution, control, and completion of various engineering related projects. Ensures consistency with City guidelines, policy, codes, and standards. Projects include the assistance with or management of City Traffic Operation Projects involving roadway, street lighting, or traffic control improvements. Work may also involve assisting with management of the Capital Improvement Plans (CIP) & Sales Tax Project Group. Facilitates the development of public trust and confidence in the City. This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

ESSENTIAL DUTIES

The following duties are illustrative for this position. Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations. Reviews plans, calculations, permits, and other documentation related to municipal construction projects for conformance with applicable City requirements and general good engineering practices. Prepares and manages timely correspondence and records associated with Traffic Operation improvement projects. Participates in other evaluation-based committees. Conducts research, responds to Citizen comments, and prepares written summaries. Liaison to Florida Department of Transportation (FDOT) as it relates to Joint Participation Agreements (JPA). Tracks expenditures, inspections, and submittals regarding these agreements. Prepares or evaluates written reports or spreadsheets for various engineering related subjects as they apply to the Traffic Division and FDOT related projects. Serves as the backup to the Managers and Project Coordinators in the division. Manages assigned Traffic Division projects including, but not limited to, procuring design and construction services, managing consultants and contractors, mitigating cost and time overruns in both design and construction phases. Reviews and approves change orders and schedules. Develops and maintains internal project management schedules and budget tracking records for each project and formulates written progress reports to higher level management. Provides project updates, including schedule and budget status, monthly with project related photos. Observes testing and inspections. Makes presentations before City Council, the City Manager, City Departments, and the public. Reviews and confirms accuracy of contractor pay applications. Reviews, evaluates, and reports to their supervisor and/or designee regarding construction schedules. Assists in the preparation of agenda items, change orders, amendments, and work orders. Serves as a liaison between City, public, developers, contractors, and other regulatory agencies with regard to assigned Traffic Operation projects. Assists with the direct supervision of non-supervisory employees. Attends project and pre-construction meetings as requested by Engineers/Project Managers. Other duties as may be assigned.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND /OR EXPERIENCE

Graduation from an from an accredited college or university with a Bachelor's degree in Civil Engineering, Construction Management, or related field required. Minimum of five (5) years of progressively responsible experience in project management, construction, or related field required, preferably with a public agency. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of valid Florida Driver's License and maintenance of clean driving record required. Florida Department of Transportation (FDOT) Advanced Maintenance of Traffic (MOT) Certification required to be obtained within nine (9) months of date of hire. Training and Certification as a Project Manager (CPM) is preferred. KNOWLEDGE, SKILLS, AND ABILITIES Working knowledge of principles of budget preparation and monitoring Working knowledge of regulatory agency permitting and requirements (FDOT, etc.) Knowledge of construction and capital improvements to infrastructure Knowledge of bidding and contracting procedures Broad knowledge of the Manual of Uniform Traffic Control Devices. Knowledge of the City's Code of Ordinances Knowledge of City's Engineering Standards for Land Development Knowledge of FDOT standards and specifications and FDOT Plans Preparation Manual Skill in public speaking Skill in the use of job-related mathematics, computerized drafting equipment and drafting instruments Ability to prepare written technical reports, estimates, critical path management, construction and costs reports within time constraints Ability to present project ideas and proposals graphically, orally, and in writing to staff, City Council, other governmental agencies, and the public Ability to read and interpret construction design prints; Ability to prepare material take-offs and as-built drawings, observe and analyze construction methods. Ability to know and enforce construction standards and specifications. Ability to prepare field sketches and cost estimates and ensure that field sketches and cost estimates are accurate. Ability to keep appropriate records. Ability to inspect projects to assure that new construction is performed according to specifications. Ability to note and report deficiencies and improper construction methods. Ability to monitor job progress. Ability to practice and enforce good safety procedures. Ability to present and maintain a high organizational image and maintain good public relations Ability to establish and maintain effective working relationships with employees, consultants, and City officials and the public Ability to focus on the positive in every situation Ability to model respect for individuals, teams, and the organization Ability to stay centered when challenged Ability to establish and maintain the trust and confidence of the department and public Ability to work under pressure and meet deadlines.
