Classification Description Summary

Under general direction, performs professional and technical work involving landscape architecture, urban design, planning, and development of land areas for projects such as land subdivisions, parks, and commercial, industrial and residential sites; reviews plans and specifications; performs analysis and presentation of data in written, graphic or oral reports; provides highly responsible and complex staff assistance to planning staff.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Review and recommend landscape plans and specifications submitted by consulting architects for projects; assist in the coordination of work of consultants and contractors on landscape design and construction projects; make recommendations on bids submitted for City landscaping projects.

Inspect construction work in progress to ensure compliance with landscape specifications; approve materials and work; advise client and construction personnel on landscape features.

Compile and analyze data on such site conditions as geographic location, soils, vegetation, rock features, drainage, and location of structures for preparation of environmental impact report and development of landscaping plans.

Provide bonding approval for project cost estimates as they relate to restoration, landscaping, and revegetation; obtain the necessary cost estimates and evaluate completed work; provide bond release inspections.

Provide staff liaison for the Historic Resources Commission (HRC); prepares agenda, packets, and related meeting information; provide notice of public hearing and legal notice; coordinate budget activities between the HRC and Community Development Department staff; assist the HRC with its preservation goals and objectives.

Provide staff liaison between the Planning Division and the Redevelopment Agency (RDA).

Plan and design development of land areas for projects, such as land subdivisions, commercial, industrial, and residential sites to include feasibility study, master plan, planning layout, irrigation layout, and grading construction.

Draft maps and other graphic information displaying relevant development information for the City Council, Planning Commission and other advisory bodies; represent the City as the applicant at public hearings.

Write specifications for City landscape projects; select materials and services required for landscape projects.

Prepare concept plans, drawings and proposals to address urban design issues.

Advise the City Council, Planning Commission and other advisory bodies on the suitability of various landscape designs; develop erosion control programs and landscaping ordinances.

Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of planning.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Modern and complex principles and practices of landscaping and irrigation systems.

Landscape architectural and architectural styles, terms, and design principals.

Principles and practices of historical resources management.

Methods and techniques of statistical research, data analysis and its application to landscape planning.

Principles and practices of landscape architectural planning and design, grading, erosion control, soil preparation, and design of planting plans.

Operational characteristics, services and activities of a landscape planning program.

Pertinent federal, state and local laws, codes and regulations.

Ability to:

Prepare professional plans and sketches of landscape improvements and construction details.

Prepare and present written and graphic reports.

Perform various research and data analysis duties and apply findings to landscape planning projects.

Interpret and explain City landscape planning policies and procedures.

Participate in complex studies and perform project analysis.

Develop, review, and modify complex landscape plans, designs, and specifications.

Create budgets, monitor expenditures, and report on budget status.

Exercise professional landscape architectural judgment to achieve results consistent with the City's aesthetic and design goals.

Evaluate data, conduct feasibility studies, make sound recommendations for landscape planning activities.

Prepare clear and concise reports and plans.

Use engineering mathematics applicable to landscape architectural work.

Deliver presentations to community and professional groups.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in landscape architecture, urban/regional planning, or a related field.

Experience:

Three years of increasingly responsible landscape architecture experience.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of registration as a professional Landscape Architect.
