Under the general direction of the Office Chief of Maintenance Roadside Management in District 7, the Water Manager directs the development  of water management practices and policies that advocate the efficient use of water resources. In this capacity, the Senior Landscape Architect  serves as the District Landscape Maintenance Program Manager for Remote Irrigation Control Systems (RICS). The Water Manager also acts  as a liaison between different divisions in District 7 and be accountable for the overall water usage and conservation of District 7.

Eligibility for hire may be determined by your score on the Senior Landscape Architect, Caltrans exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Position located in Los Angeles, Los Angeles County.

Multiple positions may be filled from this recruitment.

Office work is performed in a climate-controlled environment under artificial light. Field reviews may expose the incumbent to heat or inclement weather, blown dust, traffic or equipment noise; uneven terrain. Appropriate safety gear provided by the department will be worn for field reviews.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable

Special Requirements

  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

  • Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.

Statement of Qualifications - In addition to the Standard State Application (STD. 678), all interested applicants are required to submit a Statement of Qualifications (SOQ).

  • The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 12 font.

  • Failure to include and complete the SOQ as instructed may not be considered and may result in disqualification for the interview.

  • Resumes and cover letters will not take the place of the SOQ.
The candidates must provide a Statement of Qualifications to demonstrate the following:

1. Demonstrated experience working and collaborating with internal and external partners (HQ Maintenance, District Landscape Design, Field maintenance, elected officials and public.)


2. Demonstrated knowledge of the fundamentals of roadside maintenance, landscape design, water conservation, and irrigation.


3. Demonstrated experience in the design of roadside and how it addresses the needs of maintenance.


4. Demonstrated experience and ability to manage staff.
