DEPARTMENTAL OVERVIEW: Department of Corrections
The Department of Corrections is responsible for operating the Caroline County Detention Center (jail) and the County's Animal Control program. The Detention Center is a secure correctional facility located in Denton, Maryland, on the bank of the Choptank River. Inmates can spend up to 18 months at the facility. The Detention Center also houses inmates awaiting trial. The Detention Center operates a wide range of program and services designed to rehabilitate inmates and facilitate their transition back into the community. This includes the Community Service Program, weekend housing for persons assigned by the Court, the CARE program and other programs/services.
DEFINITION
This is the entry level of work in the custody, security and supervision of adult inmates confined in a correctional facility. Employees in this classification do not supervise other Correctional Officers.
Employees in this classification receive close supervision from a Correctional Officer Sergeant or other designated officer. Employees are assigned rotating shifts. Employees are subject to call-in during emergencies and staffing shortages. Work is performed primarily in a correctional facility and employees are continually exposed to inmates who may be abusive and hostile. When assigned to outside security posts employees are exposed to all types of weather conditions. Employees are required to physically subdue and restrain inmates during fights, riots and escape attempts and must wear protective clothing such as gloves, helmets and riot vests when the need arises.
Correctional Officer I learn to perform duties under close supervision.
EMERGENCY OPERATIONS:
Under the Caroline County Personnel Rules and Regulations, the Correctional Officer I position is designated as "Operations." This means the employee is required to report to work during emergencies including severe weather events. The position is also subject to "call back," order to return to work to complete essential duties at any time, including nights, weekends and holidays.
PERFORMANCE EVALUATION:
Performance will be evaluated periodically in accordance with the County's Personnel Rules and Regulations and guided by mutually agreed upon work goals established by the employee and the employee's supervisor. The normal probationary period for the position is 12 months; however, this may be extended.
CAREER PATH:
One goal of the Correctional Officer I position is to develop qualified employees to advance within the Department of Corrections. Advancement will depend on the employee's ability to master the required skills, obtain necessary certification, and availability of openings.
EXAMPLES OF WORK:
The following examples are meant to be illustrative rather than comprehensive:
Attends an entrance level training program certified by the Maryland Correctional Training Commission.
Learns specific duties on various security posts through on-the-job training.
Maintains control of inmates while escorting individuals or groups within the prison.
Keeps accurate head counts of inmates in the assigned security post.
Conducts inspections and searches of inmates and inmate access and work areas for drugs, weapons and other unauthorized materials.
Enforces rules of conduct among inmates and learns when to prepare reports of infractions.
Operates manual and electronic locking systems.
Subdues and restrains inmates during fights, riots and escape attempts.
Assists in the search for escapees, their capture and return to the institution.
Assists in maintaining the custody of inmates during transport to other institutions or court appearances.
Drives motor vehicles when transporting inmates, making outside security rounds, searching for escapees and related activities.
May search visitors for contraband.
May place inmates in handcuffs, restrain

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Ability to learn and follow detailed procedures contained in correctional regulations, institutional directives and post orders.
Ability to remain calm in stressful situations and respond in an appropriate manner according to prescribed rules and procedures.
Ability to observe and remember incidents and to recall details such as identity of persons, location of items, conversations and sequence of events and actions taken during the incident.
Ability to work in an institutional setting where personal physical attack is a constant possibility and where the use of physical force to restrain inmates is a required part of the job.
Ability to prepare concise, accurate reports of events and incidents.
Ability to learn to use and care for firearms.
Ability to effectively communicate orally and in writing with inmates, other correctional officers and with other institutional staff.
Ability to be rotated to any post as part of normal post assignments and also to relieve other officers.
Physical ability to control inmates by force, when necessary, to defend oneself and other against physical attack by inmates.
Ability to perform basic mathematical computations.
Ability to think logically and effectively analyze situations and use good judgment.
Ability to understand instructions and follow orders.
Ability to search for contraband and provide security.
Ability to count, fee and supervise inmates in housing, work and other areas accessed by stairs.
Ability to provide custody and security of inmates
Ability to respond quickly to emergencies; including climbing stairs and ladders while searching for escaped inmates; hearing calls for and/or calling for help; giving first aid at the emergency site; carrying an injured or unconscious person various distance to safety, up or down stairs and ladders; using force and/or deadly force, including the use of chemical agents and firearms, to control inmates.
Ability to read, review and properly apply information found in inmate record, which is related to the inmate's health and safety and to the security of the prison; provide appropriate information to other personnel.
Ability to work under potentially dangerous circumstances in a correctional facility.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited high school or G.E.D.

REQUIRED LICENSES AND CERTIFICATES:
NOTE: All required licenses and certificates must be acquired and maintained at the applicant's or employee's expense.
Maryland Class "C" Drivers License or equivalent.
Maintain defensive driving certification.
SPECIAL REQUIREMENTS:
Employees in this position must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period.
CONDITIONS OF EMPLOYMENT:
Substance Abuse Test : Must pass a pre-employment urinalysis test for designated controlled dangerous substances.
Criminal Background Check : Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.

Driving Record: May have no more than four (4) points on driving record at the time of hire and while employed in this class series.
