Will consider Staff Services Analyst

Seeking a dynamic, self-motivated Associate Governmental Program Analyst commonly know as Claims Officer or Staff Services Analyst, commonly known as Claims Analyst. Under direction of the Staff Services Manager I (Claims Manager) the incumbent will work independently as a Claims Office or Claims Analyst. The Claims Officer/Claims Analyst is responsible for investigating and evaluating potential and filed public liability claims arising in the District under $12,500; and providing investigation and discovery support to Caltrans Legal Division Sacramento Legal Office attorneys (as described in more detail below). In addition to these responsibilities the Claims Officer/Claims Analyst will provide guidance and assistance to other staff as instructed by the Claims Manager.

The Claims Office/Claims Analyst assists attorneys in defending Caltrans in tort litigation by coordinating, gathering, assembling and compiling documents and information in response to discovery requests and motion/trial preparations as well as Public Records Act Requests. This may include reviewing case files; visiting accident scenes; verifying the physical location of of signs posted on the District sign log; and researching various District documents. The Claims Officer/Claims Analyst assist attorneys in preparing responses to discovery requests.

The Claims Offices/Claims Analyst works with attorneys on trial preparation, quick response situations, and scheduling of District employees for depositions and court appearances. The incumbent will represent Caltrans in Small Claims hearings by attending and presenting the defensive arguments to the hearing office or judge.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Computer skills will be needed to complete work product and maintain the Claims Office tracking system.

Must be able to work under pressure with numerous deadlines and prioritize work to meet needs.
