Job Description

Overview The Policy Analyst will draft, edit, review, audit, track, monitoring and maintain policies and procedures for Partnership HealthPlan of California. Alongside designated leadership, the role ensures compliance with governing rules, regulations, and accreditation standards, reviews draft and final All Plan Letters (APLs) and regulatory changes, and supports leaders with research, planning, operational readiness submissions. Responsibilities Perform policy research to analyze current and new regulations by applicable regulators and accrediting agencies. Review timely draft and final APL, policy guides and other guidance for policy impact. Proactively identify policies impacted by regulatory changes. Collaborate with stakeholders to draft and prepare new policies. Manage documents by organizing, tracking and maintaining policy updates and renewal cycles in PowerDMS. Prepare policies and related materials for committee review or regulatory submission. Support audit and compliance readiness by submitting materials on time. Serve as PowerDMS ‘Super User’ to route policies for appropriate reviewers. Participate in audits by preparing required documents and reports. Communicate across the organization to make policies available on company websites. Make strategic recommendations to improve accuracy, compliance, quality and efficiency. Assist in risk assessments and recommend mitigation interventions. Conduct analysis and evaluate impact of regulatory and compliance issues. Analyze impact of new programs/benefits and efficacy of existing processes. Consult on compliance subjects related to policies and procedures. Participate in special projects and assignments as assigned. Attend major committee meetings as policy advisor. Other duties as assigned. Qualifications Education and Experience • Bachelor’s degree in Liberal Arts, Communication, Business Administration, Health Care Administration, Political Science, or related field; 3-4 years of experience in the health care field, managed care experience preferred, with knowledge of Medicare, Medi-Cal, and Healthy Families regulations; or equivalent combination of education and experience. Experience with health plan audits preferred. Special Skills, Licenses and Certifications • Working knowledge of Medi-Cal, DHCS and NCQA regulations and standards. Highly proficient in Microsoft Word, PowerPoint, Excel, Project, PC usage. Typing speed 40 wpm. Valid California Driver’s License and proof of compliant automobile insurance required for travel. Work Environment And Physical Demands Computer usage, keyboard work, prioritization, phone requests, frequent interruptions, 50+% time in front of a monitor, lifting up to 10 lbs, up to 25% travel including occasional overnight.
