Summary Objective The purpose of this position is to provide citywide grant management, managing pre-and post-award activities related to a variety of federal, state, and local grant programs.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
Essential Functions The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. - Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors the status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Identifies potential grant opportunities to meet the financial and operational needs of the city.
- Develops and leads a broad range of management tasks in conformance with grant-funded activities.
- Coordinates with City departments to identify and prioritize project funding needs.
- Manages the development of grant proposals for submission to funding agencies and post-award amendments, transactions, agreements, and extensions.
- Develops and maintains policies and procedures for grant management and strategies to optimize grant administration.
- Interprets federal, state, and local grant policies & procedures for City departments.
- Manages federal, state, and local grant-funded projects and administration of grants for assigned departments.
- Manages the City's Community Participation Grant program.
- Serves as liaison between funding agencies and City departments.
- Serves as Administrator of the City's grants management database.
- Monitors grant awards to ensure compliance with terms and agreements.
- Prepares, reviews, and submits grant awards programmatic, financial, and closing reports.
- Prepares and reviews grant-related Commission agenda items and Public Notices.
- Prepares Citywide grant budget and carryover of funds requests.
- Prepares responses for grant-related audit activities; coordinates with internal accounting staff in preparing for annual audits and on-site monitoring by funding agencies.
- Administer grant management training and activities citywide.
- Develop and maintain a grant procurement inventory system.

Typical Qualifications MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: - Bachelor's Degree in Accounting, Business Administration, Public Administration or Finance and
- Four (4) years of grant administration, project management and accounting experience or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver's license with an acceptable driving history.

PHYSICAL DEMANDS: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
WORK ENVIRONMENT: Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
WORK HOURS Monday - Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
