Job Summary

#CA-SS

Primarily responsible for the development of processes and monitoring of regulatory compliance to develop and maintain the emergency management and business continuity programs which include mitigation, response, recovery, and planning for UCDH patients, visitors, and employees.

Through individual actions, fosters emergency management and business continuity programs at University of California, Davis Health, which includes all hospital, ambulatory and ancillary buildings, and the Schools of Medicine and Nursing. Creates an integrated program that continuously seeks to reduce or eliminate risks and hazards to UCDH from all threats and hazards through assessment, planning, training, and response.

The position also supports UCDH goals of fostering communication, promoting a safe working environment for staff, the facility and public; cooperationg with staff from other departments and teams to facilitate the delivery of services to the UC community; and developing and recommending improvements to processes in all areas of responsibility.

Minimum Qualifications

  • Valid California Driver's License.
  • Bachelor's degree in public health, emergency management, or related field or equivalent experience/training.
  • 5 years' experience in healthcare - based emergency management and continuity planning, practices, policy development, and coordination with large organizations with multiple priorities.
  • Experience negotiating and using innovative approaches and techniques to resolve conflicts involving diverse views and positions, develop consensus, develop innovative initiatives, provide direction and monitor the effectiveness of the programs.
  • Experience in emergency communications, related computer systems, and applications.
  • Management, supervisory, and/or leadership experience.
  • Working knowledge of healthcare regulatory, emergency management, and business continuity standards, including the Joint Commission, CMS, OSHA, EPA, NDMS, NIOSH, FEMA, Presidential directives for disaster related issues, and State of California Code requirements.
  • Skills to review, evaluate, and implement programs to address regulatory requirements, policies, procedures, technical documents and proposals.
  • Comprehensive knowledge of personal protective equipment selection and use for chemical, biological, viral, dust, and radiological protection.
  • Demonstrated skills to solve complex problems, recognize trends, develop long-range goals and analyze data.
  • Solid written, verbal, and interpersonal communications skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management.
  • Proficient and experience with Microsoft Suites including but not limited to word processing, spreadsheet, PowerPoint and etc.

Preferred Qualifications

  • Federal Emergency Management Administration (FEMA) course certification for IS-100, 200, 700, and 800 required at time of hire or within 30 days of placement in role.
  • Master's degree in public health, emergency management, or related field.
  • Seven years (or extensive) progressive responsibility and experience in a health care environment to include disaster and/or safety project management.
  • Experience in an academic setting is preferred.

This position reports directly to the Plant Operations & Maintenance Director. This position supervises 2 FTE's, maintains department website, emergency mass notification system and other programs as needed.
