Position Overview:

Under the supervision of the Chief Executive Officer (CEO) of Hackley Community Care (HCC), and as part of the Executive Leadership Team, the Chief Mental Health Officer (CMHO) is responsible for the oversight and facilitation of the mental health, substance abuse programs and school-based health program staff at HCC.

The CMHO is part of the Executive Leadership Team and is responsible for providing clinical leadership, fostering teamwork and superior quality patient care, developing clinical strategic plans and goals, and help provide direction and support for the recruitment and retention of the mental health provider staff at HCC. The CHMO works closely with the CEO, leadership team, and external partners.

They will provide mental health treatment to individuals, families or small groups and are responsible for the supervision of staff that report to this department. The CMHO will also participate in providing direct clinical care to a panel of patients during required clinical time in compliance with established clinical protocols.

Primary Duties and Responsibilities include (but are not limited to):

Strategic Business Development:
Seeks, identifies, and evaluates mental health strategic business development and community partnership opportunities.
Build collaborative relationships with the mental health provider community and promote an understanding of HCC’s mission and services.
Utilizes internal financial and service data, considers market and industry trends, staffing and information technology, and anticipates the implications and consequences of initiatives recommendations and their impact on patient services, staffing and services.
Analyzes statistical reports that address operational initiatives, strategic planning, quality issues, compliance, and risk.
Works with organizational leadership to develop, facilitate and implement the execution of new initiatives. This includes structure and processes necessary to support projects and initiatives.

Departmental /Staff / Clinical Oversight:
Responsible for leadership and knowledge management role in developing, implementing, and continuously improving HCC’s integrated mental health, outpatient, SUD, and school-based mental health programs.
Direct responsibility for mental health clinical provider staff at HCC, Community Health Workers, caseworkers, and peer recovery coaches. Provides leadership coaching, mentoring, recruitment, orientation, development, clinical supervision, evaluation, and quality oversight. Monitors and evaluates other staff reporting to CMHO and ensures adherence to policies and procedures.
Oversight of HCC’s School Mental Health programs and operations. Direct supervision of the School Program Director and Mental Health Clinical Supervisors.
Oversight of HCC’s Integrated Health Clinic’s SUD Program and SUD therapist.
Works collaboratively and productively with management, clinical staff, and primary care teams.
Designs and works collaboratively with other departments to deploy various mental health screening and referral tools, including best practices for meeting HRSA’s depression screening measures.
Works closely with sites and school leadership in coordinating delivery of services.
Helps teach integrated care concepts and core mental health /counseling skills to MH staff.
Provides clinical supervision as needed to professional staff with limited licenses or on a CADC development plan.
Networks effectively with local community and mental health resources to collaboratively maximize access to coordinated care.
Works in partnership with the HCC Officers to ensure all MH/SUD and School Based Health program revenue streams are being maximized.
Ensures all MH/SUD program policies, procedures, and other documentation is complete, accurate, and up to date.
Regularly provides constructive feedback to assigned employees and conducts timely and accurate performance evaluations. Identifies and addresses assigned staff’s training and development needs.
Oversees the design and development of job descriptions, competency checklists, and performance evaluation tools for all Mental Health and SUD and school-based health employees.
Aligns MH/SUD and school-based health employees with organizational priorities and maintains a strong focus on their engagement and accountability.

Clinician Responsibilities:
Functions effectively as needed as a licensed behavioral health provider when not engaged in administrative duties, meeting established clinician expectations.

Qualifications & Attributes:

Master’s degree in psychology, counseling, sociology, social work, or a closely related field from an accredited U.S. college or university.
Licensed to practice independently in the State of Michigan, with CAADC substance abuse licensure.
Evidence of professional growth (CEUs) consistent with licensure.
Demonstrated leadership in mental health and integrated care settings, preferably within a Federally Qualified Health Center.
At least 5 years in a leadership role, with a proven ability to lead both organizational and people development.
Effective communication, decision-making, and organizational skills.
Proficient in Microsoft Word and Excel.
Ability to develop and implement strategies linked to organizational goals and foster collaborative relationships.
