Job Description

Introduction

The Maryland Department of Labor is accepting applications for the position of Chief Information Officer within the Division of Occupational and Professional Licensing. This position provides vision and leadership for the development and implementation of information technology initiatives. Main Purpose of Job

This position offers the opportunity to lead high-impact projects, engage with stakeholders at all levels of government, and contribute to building a more efficient, equitable, and responsive public service infrastructure. The role involves working closely with the Chief Digital Product Officer to reshape digital strategy, directing enterprise DP systems to improve cost-effectiveness, service quality, and business development.

Position Duties

  1. Support operations and maintenance of existing systems.
  2. Oversee a portfolio of enterprise technology initiatives and manage IT professionals.
  3. Align the department's technology roadmap with strategic goals, champion modernization, cybersecurity, data governance, and promote cross-agency collaboration.
  4. Assist MD Labor programs with technology solutions.
  5. Support the department's data processing plans and manage costs through budgeting.

Minimum Qualifications

Bachelor's degree in Information Technology, Computer Science, or related field; 8 years of progressive IT leadership experience, including 4 years in an executive or senior management role.

Desired or Preferred Qualifications

  • Master's Degree
  • Experience in a public sector or government environment
  • Certifications in ITL, CISSP, or similar areas
  • Background in digital equity, accessibility, and customer-centric service design
  • Proven success leading cross-functional teams and large-scale system transformations

Selection Process
